The Cougars improved to 7-0 for the first time since 1993-94, the last time they played in the NCAA tournament. WSU has suffered through 10 consecutive losing seasons.
Jamie Jones led Portland with 12 points and nine rebounds.
At 2-6, the Pilots are off to their worst start since a 1-11 start in 1990-91.
Washington State shot 48 percent from the field, compared to 34 percent for Portland.
The Pilots were charged with 22 turnovers, six more than WSU. Portland had 15 turnovers by halftime, when WSU led 32-20.
Harmeling, a sophomore, topped his previous career high of 11 points. Clark, a senior, had a career-high four blocked shots and tied his career high of three steals, which he set in WSU's Saturday game against Boise State.
WSU coach Tony Bennett is the first Pacific-10 Conference coach to start 7-0 in his first year on the job since Marv Harshman started 7-0 with Washington in 1971-72.
